All questions between non parties to decree regarding executability of decree to be decided under order 21 rule 97.

While all the questions regarding executablity of decree to be decided between parties to the decree under section 47 CPC.

Under Order 21 rule 97, the Court is bound to decide the matter after evidence.

All questions arising out of enforcement of decree or executability of decree to be decided under Section 47 CPC and not by a separate suit.
